Background

On December 15, 2010, the CALM Act was enacted into law. Subsequently, this past December the Federal Communications Commission (FCC) adapted regulations as to controlling the relative loudness of commercials based on ATSC Recommended Practices A/85 – Techniques for Establishing and Maintaining Audio Loudness for Digital Television.

NY SMPTE Program

This program will provide a brief synopsis as to how loudness should be measured and how consistent loudness levels can be maintained using the practices described in ATSC A/85 and then segue into the FCC parameters and mandates that will be required by broadcasters and media content providers by December 13, 2012.

About Lon

Lon Neumann is a consulting engineer for THX and provides services to manufacturers, engineering companies, systems integrators, broadcasters and producers. His practice encompasses a focus on loudness management and surround sound management – including workflow-analysis, facility-design, product development, systems integration, loudspeaker/room-alignment, calibration and correction, metadata authoring/management, and standards-compliance for production, post production, ingest, distribution, and transmission. Lately, he has been conducting in-depth training seminars on the ATSC A/85 recommended practice for establishing and maintaining audio loudness for digital television. Lon wrote the chapter on digital audio in the American Society of Cinematographers’ Video Manual. He was the audio columnist at Television Broadcast magazine. He created and taught programs on the fundamentals and applications of digital audio technology at UCLA. He was the session chairman for Digital Interface at an Audio Engineering Society convention, and conducted a workshop on digital troubleshooting techniques at an AES convention. Lon Neumann is a member of AES, SMPTE and STE.
